Marshall Hole was the Civil Commissioner for Matabeleland, operating out of Bulawayo during the Second Matabele War's aftermath and the early administrative scramble of the British South Africa Company's territorial control. This note — if "note" is even the right word for it — was a purely local expedient, printed on card by the Chronicle Printing Works and validated by an affixed postage stamp acting as security device. Small change was chronically scarce in Bulawayo around 1900, and this sixpence filled that gap the only way available materials allowed.

The postage stamp affixment means surviving examples vary considerably depending on whether the stamp remains intact and undamaged.
