The Shaan-Gan-Ning Border Area — spanning parts of Shaanxi, Gansu, and Ningxia — operated as the administrative and economic base of the Chinese Communist Party during the civil war period. The Commercial Company notes issued here were part of a deliberate strategy to maintain a separate currency zone, insulating the Border Area economy from Nationalist currency inflation, which by 1947 was accelerating catastrophically.
