The Bank of Chang Chung (長春銀行, not to be confused with the similarly romanized "Great Wall Bank") operated under the Nationalist-aligned administration in Jilin Province during the final, chaotic phase of the Chinese Civil War. By 1948, hyperinflation had rendered lower denominations functionally useless across Manchuria, forcing provincial and municipal banks to issue notes in the thousands of yuan simply to conduct routine transactions.
Changchun itself fell to the People's Liberation Army in October 1948 after a brutal five-month siege — one of the longest of the war. Notes from this issuer had an operational life measured in weeks, not years.
