The legend OSAKA EXPO '90 arcs along the upper periphery in Latin characters. The denomination 5000 appears in large Arabic numerals below the emblem, with the Japanese reign-date inscription 平成2年 (Heisei 2) displayed in the lower field. The design is enclosed within a beaded border consistent with the obverse.

The International Garden and Greenery Exposition ran for six months in Tsurumi, Osaka in 1990, drawing over 23 million visitors — unexpectedly strong attendance that reflected Japan's bubble-era appetite for large-scale national events. This commemorative was issued by the Japan Mint specifically for the occasion, one of several silver pieces produced during the late Heisei commemorative boom when such issues proliferated rapidly.
