Obverse description Central effigy of a graceful female figure facing left, her hair adorned with an elaborate floral crown composed of blossoms and foliage rendered in fine relief. The figure's flowing hair trails behind her, lending a sense of movement to the composition. The legend 日本国 (Nihon-koku, 'Japan') is inscribed to the upper field, divided on either side of the crown, while 五千円 ('5000 Yen') appears in two characters at the lower left and lower right of the field. The entire design is enclosed within a finely beaded border.

The International Garden and Greenery Exposition ran for six months in Tsurumi, Osaka in 1990, drawing over 23 million visitors — unexpectedly strong attendance that reflected Japan's bubble-era appetite for large-scale national events. This commemorative was issued by the Japan Mint specifically for the occasion, one of several silver pieces produced during the late Heisei commemorative boom when such issues proliferated rapidly.

Bulk purchases by collectors at point-of-sale kept most examples in pristine condition, a pattern consistent across virtually all Japanese commemorative silver of this period.
