Issued to mark fifteen years since Kazakhstan introduced the tenge in November 1993, replacing the Soviet ruble at a rate of 500 rubles to one tenge — a necessary severance from a collapsing monetary union rather than a gradual transition. The tenge had been prepared in secrecy with Giesecke & Devrient well before the official announcement, giving Kazakhstan a functioning currency ready to deploy within days of the decision becoming public.

G&D's Leipzig facility handled both the standard circulation series and this commemorative issue, maintaining continuity across the denomination's print history.
