Ecuador's Galápagos conservation coinage of the early 1990s was tied directly to international pressure following the islands' designation as a UNESCO World Heritage Site and ongoing disputes over illegal fishing within the marine reserve. The Galápagos penguin — the only penguin species found north of the equator — had already been listed as endangered by this point, its population having collapsed partly due to El Niño events that devastated its anchovy food supply in 1982–83.
These were struck for the collector market, with minimal circulation intent.
