Uganda's 1995 FAO coinage was part of the broader United Nations Food and Agriculture Organization coin program, which ran for decades and commissioned member nations to issue commemorative pieces promoting agricultural development and food security goals. For Uganda specifically, the mid-1990s were a period of cautious economic recovery under Museveni's government following the devastation of the Amin and Obote years, during which the country's agricultural infrastructure had been largely destroyed.

The .925 silver specification and 28.28g weight place this squarely in the standard crown-sized proof format adopted by dozens of FAO program participants — making individual national issues relatively easy to overlook within what became an enormous and somewhat repetitive series.
