Uganda's 5000 Shilling notes from this period were printed in quantities that look substantial on paper, but the denomination was in active daily use for large retail transactions — a market where high-turnover notes wear out fast. Surviving examples from the earliest 2004 dates in anything above circulated condition are noticeably harder to source than the later dates in the run.
The watermark is the sole mechanical security feature, a fairly minimal specification for a high-denomination note by mid-2000s African central bank standards.
