| Opis awersu | Horizontally oriented note with a predominantly uncoloured ground and a decorative guilloche border running the full perimeter. At left, a vertical ornamental panel carries the denomination '5000' in large numerals alongside French-language text reading 'Bon du Trésor de CINQ MILLE roubles'. The central field is occupied by several lines of Cyrillic text constituting the official treasury obligation text, with the denomination 'Рублей 5000' printed in red at upper right. Two manuscript signatures appear in the lower centre portion, attributable to the President of the Provisional Regional Government and the Director of the Finance Department, with a further manuscript countersignature at the foot; a handwritten serial number is present at lower left. |

The Provisional Government of the Northern Region was established at Archangel in August 1918 under Allied military protection — British, American, and French forces had landed to counter Bolshevik control of the north and secure the port. This note was issued under those genuinely anomalous circumstances: a Russian counter-revolutionary government operating with foreign military backing, printing emergency currency for a region whose economic connections to the rest of Russia had been severed by the civil war front.
The series had a short lifespan. Allied withdrawal began in 1919, and by February 1920 Bolshevik forces had taken Archangel. Notes that hadn't been spent or destroyed simply became worthless overnight.
