The 1998 Belarusian rouble series was issued against a backdrop of chronic post-Soviet hyperinflation that had already forced multiple redenominations through the decade. By 1998, the 5000-rouble note represented a denomination that would have been unthinkable at independence in 1991, when the coupon ruble was introduced partly to protect Belarusian reserves from cross-border arbitrage with Russia.
A print run just over 12 million is modest for a high-denomination note in an inflationary economy, suggesting it entered circulation late in the series life before another redenomination made it obsolete. The watermark is the sole security provision — no thread, no foil — which reflects the cost constraints of the National Bank at the time.
