The Russian State Treasury 5000 Roubles notes of this series were issued under extreme fiscal stress — by 1916, the Imperial government was financing the war almost entirely through note emission, with gold backing effectively abandoned. The 5000 Rouble denomination was enormous for civilian use; these notes circulated primarily between institutions and banks rather than in everyday trade.
Pick 31 carries several known signature and series variants, and collectors should verify control number ranges carefully, as certain combinations command substantially different prices. The provisional government continued issuing against the same plates into 1917 before the entire monetary framework collapsed.
