Obverse description Horizontal format treasury obligation in letterpress. The face value '5000' appears in large numerals at left, with the Russian State Treasury arms and overprint 'ВЛАДИВОСТОКСКОЕ' at upper right. The central text block carries the obligation inscription in Cyrillic, stating the 5% short-term treasury note redeemable on 1 March 1918, with the sum 'пять тысяч рублей' (five thousand roubles) in bold script. Signature lines for the Director of the State Treasury Department and the Chief Accountant appear below, with a serial number prefix at lower left and the place and date of issue 'Петроградъ, 1 Марта 1917 г.' at lower right.

The Russian State Treasury 5000 Roubles notes of this series were issued under extreme fiscal stress — by 1916, the Imperial government was financing the war almost entirely through note emission, with gold backing effectively abandoned. The 5000 Rouble denomination was enormous for civilian use; these notes circulated primarily between institutions and banks rather than in everyday trade.

Pick 31 carries several known signature and series variants, and collectors should verify control number ranges carefully, as certain combinations command substantially different prices. The provisional government continued issuing against the same plates into 1917 before the entire monetary framework collapsed.
