Issued to mark the establishment of the Qatar National Council for Culture, Arts and Heritage, this piece belongs to a wave of heavy gold commemoratives that Gulf states commissioned in the early 2000s as oil revenues surged and national identity projects multiplied. The Council itself was founded under Emiri Decree in 2003, consolidating Qatar's fragmented cultural institutions under a single authority — a deliberate move by Hamad bin Khalifa Al Thani as he repositioned the country's international profile well before the Al Jazeera and World Cup chapters of that story.

At 160 grams of .9999 fine gold, production numbers were almost certainly extremely small. KM#66 rarely surfaces at auction.
