Cambodia and Japan established formal diplomatic relations in 1953, though the relationship was severely disrupted during the Khmer Rouge period and the subsequent Vietnamese occupation, when Japan suspended aid and recognition. The modern friendship framework accelerated significantly after the 1991 Paris Peace Accords, with Japan becoming one of the largest bilateral donors to Cambodian reconstruction — a financial relationship that continues to define much of Cambodia's infrastructure development today.
