Western Sahara has no functioning government with mint authority — these issues originate from private commercial producers licensing the territory's name, a practice that accelerated through the 1990s as the UN-supervised independence referendum remained perpetually deferred. The "proclamation" commemorated here refers to the Sahrawi Arab Democratic Republic, declared by the Polisario Front in 1976 while Moroccan forces were simultaneously occupying the territory. No coin of this series has ever circulated in Western Sahara.
