The Kreiskommunalverband Moers issued this note during the catastrophic German hyperinflation of 1923, when municipal and district authorities across the Rhineland scrambled to produce emergency currency — Notgeld — because Reichsbank notes were arriving too slowly to keep pace with daily price increases. The occupied Rhineland added a particular layer of difficulty: French and Belgian troops had moved into the Ruhr in January 1923, and local administrations were simultaneously managing occupation friction and monetary collapse.
District-level issues like this one were printed locally and typically had circulation lives measured in days before the denomination became functionally worthless. The 5,000 Mark figure, enormous by 1922 standards, was already inadequate within weeks of issue.
