The Bulgarian State Debt Directorate — not the Bulgarian National Bank — issued this 5000 Leva as part of a wartime and immediate postwar financing arrangement that blurred the line between government debt instruments and circulating currency. Bulgaria's monetary situation in 1945 was severe: the country had shifted from the German orbit to Soviet occupation in September 1944, and the new Fatherland Front government inherited a currency under extreme inflationary pressure.
The "P" suffix in the Pick reference denotes a proof, which is the form in which most catalog examples of this type are documented. Issued circulation specimens are considerably harder to locate.
