The upper portion carries a legal text block in Cyrillic setting out the statutory basis for issuance, referencing decrees and laws governing state-guaranteed debt obligations, followed by a penalty clause citing articles 183 and 191 of the Penal Code. The layout is typeset in letterpress with two punch cancellation holes visible at centre.
