Myanmar and Japan normalized diplomatic relations in 1954, but the modern commemorative context here is the 60th anniversary of that normalization — marked in 2014 by both governments with a coordinated series of cultural and diplomatic events. Japan has been one of Myanmar's largest bilateral aid donors for decades, and the timing of the issue also coincided with Myanmar's accelerating political opening under Thein Sein's reformist government, when foreign commemorative partnerships became newly viable.
