The Bank of the Lao PDR issued a series of large-format gold-plated bronze pieces in the early 2000s targeting the international collector market — not domestic circulation. Laos had no meaningful numismatic tradition of its own at this scale, and pieces like this were effectively produced on commission through foreign minting houses for sale abroad, bearing denominations that bore no relation to purchasing power in Vientiane.
The "Goddess of the Sea" subject has no particular grounding in Lao Buddhist or animist tradition, suggesting the theme was chosen for export appeal rather than cultural relevance.
