Chinese county-level grain rationing coupons like this one were administrative instruments, not currency — issued by local grain bureaus under the national unified purchase and supply system that persisted in various forms from the early 1950s until full abolition in 1993. Wuzhi County, in the northern Henan plain, was a wheat-producing area, and bureau-issued coupons of this denomination would have entitled holders to a specific grain allocation from state-run distribution points.

By 1986 the system was already being dismantled piecemeal as market reforms advanced, making late-issue county coupons from this period short-lived in practice.
