The Institut d'Émission des Départements d'Outre-Mer was established in 1959 specifically to replace the Caisse Centrale de la France d'Outre-Mer as the currency authority for France's remaining overseas departments — Réunion, Guadeloupe, Martinique, and French Guiana. This note belongs to that transitional first issue. Robert Poughéon was a prominent French academic painter and illustrator, and his involvement reflects the Banque de France's consistent use of fine-arts figures for prestige denomination designs rather than relying solely on house engravers.

At 5000 francs, this was the highest denomination in the series before the 1960 French franc revaluation rendered such figures nominally obsolete almost immediately after issue.
