Chad is a member of the Central African CFA franc zone, whose currency is managed by the BEAC — an institution with no mandate whatsoever for collector coinage. Issues like this one are instead licensed through private minting intermediaries, typically European, who contract the use of a sovereign name in exchange for fees. The "5000 Francs CFA" denomination is technically legal tender in Chad, though no example of this series has ever been intended for, or seen, actual circulation.
Van Gogh painted The Starry Night in June 1889 from his room at the Saint-Paul-de-Mausole asylum in Saint-Rémy-de-Provence, working from memory rather than direct observation.
