Chad's Central African CFA franc is administered by the BEAC, which tightly controls member-state coinage — yet collector-market issues like this one are licensed through outside agencies and bear little relation to circulating monetary policy. Castro died in November 2016, and commemorative coins bearing his likeness proliferated across non-Cuban issuers in the years immediately following, Chad among them.
The choice of Chad as issuer is purely commercial; the country has no historical or diplomatic relationship with Cuba of particular numismatic significance.
