Chad's participation in the African Springbok bullion series is a licensing arrangement — the country functions as an issuing authority on paper while production and distribution run through external private minters targeting the collector market. The springbok itself is native to southern Africa, nowhere near Chad, which tells you everything about the geographic logic at work here.
