The Banque des États de l'Afrique Centrale — known by its French acronym BEAC — served as the common central bank for six franc CFA zone states in Central Africa, and this note circulated across all of them, not only in the République Populaire du Congo. The "République Populaire" designation itself dates to 1970, when the Congo adopted a Marxist-Leninist constitution under Marien Ngouabi, making the issuing authority's full title an awkward hybrid of French monetary union infrastructure and single-party socialist branding.

Four distinct signature combinations appear across the series — the Oye Mba pairings being the latest, corresponding to his tenure as BEAC Governor in the late 1970s before he moved on to lead Gabon's government.
