Željezara Zenica was one of Yugoslavia's largest steel complexes, and during the 1992–1995 Bosnian War its workers faced the near-total collapse of the formal banking system and supply chains. This voucher was issued by the ironworks directly as a substitute wage instrument — a locally recognized scrip redeemable for food at company-controlled distribution points rather than on the open market. The practice was not unique to Zenica, but the ironworks' sheer workforce size meant its internal scrip circulated with unusual breadth within the besieged city.

These vouchers were functional objects printed under wartime constraints, not intended to survive. Attrition was high.
