ZAVNOH — the State Anti-Fascist Council of the People's Liberation of Croatia — issued this note in 1943 as a functional currency for territory under Partisan control, not as a symbolic gesture. The organization had no central bank, no printing infrastructure, and no stable rear. Notes were produced under wartime field conditions, which accounts for the crude typography and inconsistent paper quality that characterizes the series.
The 5000 Dinara denomination was the highest in the ZAVNOH issue, intended to facilitate larger transactions in liberated zones where the Croatian kuna issued by the Ustaše puppet state was politically unacceptable.
