Mozaffar od-Din Shah was chronically short of money — his three European tours between 1900 and 1905 drained the treasury and drove Iran deeper into debt with Russia and Britain. The 1902 coinage was produced during the period when concession revenues and foreign loans were the primary means of keeping the Qajar government solvent, a situation that contributed directly to the Constitutional Revolution of 1906.
KM#976 is among the larger silver issues of the reign, struck at the Tehran mint under conditions that produced noticeable die-to-die variation in strike quality across the series.
