The Bank of Pei Hai was the currency-issuing arm of the Shandong-Hebei-Liaoning border region administration, one of several Communist-controlled financial institutions operating in liberated zones during the civil war against the Nationalists. By 1947, Pei Hai notes were the de facto circulating currency across large stretches of rural northern China, backed by grain and commodity reserves rather than gold or foreign exchange — a deliberate ideological and practical departure from Nationalist monetary policy.
The S-prefix in the Pick reference reflects its status as a regional scrip issue rather than a central government emission. Surviving examples are disproportionately scarce given the volume printed, largely because post-1949 consolidation into Renminbi rendered them worthless almost immediately, and most were pulped.
