The Bank of Chinan (齊南銀行) was a Communist-controlled regional bank operating in Shandong province during the civil war period. By 1948, the People's Liberation Army had secured most of Shandong, and the bank was issuing high-denomination notes to manage the inflationary pressures that had been tearing through the region since the Japanese occupation and subsequent Nationalist-Communist fighting. The 500 Yuan figure reflects just how badly purchasing power had eroded in areas transitioning between military administrations.
The Bank of Chinan was absorbed into the newly established People's Bank of China in late 1948 — meaning this series had an extraordinarily short official life before being superseded by the first renminbi issues.
