Issued on the twentieth anniversary of Okinawa's reversion to Japanese administration on May 15, 1972 — an event that concluded a twenty-seven-year U.S. occupation administered under the United States Civil Administration of the Ryukyu Islands. The reversion was deeply contested domestically; a significant portion of Okinawans had pushed for simultaneous removal of U.S. military bases, a demand Tokyo ultimately did not meet in the reversion agreement.

The coin was struck the same year the U.S. retained substantial basing rights under a separate security arrangement, a political tension that lingered well beyond 1992.
