This piece belongs to Japan's 47 Prefectures Coin Program, launched in 2008 to issue two collector coins per prefecture over successive years. Nara Prefecture was among the earlier releases in the series. The program was administered through a lottery system — demand so far exceeded supply that most issues never reached open retail, and secondary market premiums emerged almost immediately after each release window closed.
Nara's historical significance to Japanese coinage is not incidental: the city hosted Japan's first official mint-like operation under the Wadō era reforms of 708 AD.
