North Korea's participation in the 1998 World Cup was purely as a license holder, not a qualifier — the DPRK national team did not compete in France. The coin was issued two years ahead of the tournament as part of a broader hard-currency generation program, one of several dozen commemorative series the Central Bank produced through foreign minting contractors during the 1990s famine period, when external revenue sources were critical to the regime.
