Mongolia's lunar series issues of the late 1990s were struck by foreign minting contractors — this piece almost certainly by the Österreichische Münze or a comparable European facility — as the Bank of Mongolia had no domestic striking capacity for collector-grade silver at the time. The gilt application on KM#173a distinguishes it from the standard KM#173 issue, making it the scarcer of the two variants.
