Mongolia issued this coin during a period of acute economic turbulence following the collapse of Soviet subsidies, when the tögrög had lost the majority of its purchasing power and the central bank was simultaneously managing currency stabilization and a nascent commemorative program aimed at generating hard-currency revenue abroad. Collector coins denominated in tögrög were effectively export products — priced and sold in foreign markets while the domestic economy remained deeply distressed.
