Mongolia's mid-1990s commemorative program was largely driven by foreign minting contracts rather than domestic demand — most of these Olympic-themed issues were produced for the international collector market and saw no meaningful circulation within the country. The 1997 judo issue appeared the year after the Atlanta Games, a scheduling gap common to many Mongolian commemoratives of this period that followed rather than preceded the events they marked.
