Mongolia's horse-themed collector issues from this period were produced under contract by foreign mints — almost certainly the Banska Bystrica facility in Slovakia or a comparable European producer — a common arrangement for the Bank of Mongolia's commemorative program, which has relied heavily on outside production capacity since the 1990s. The domestic mint infrastructure has never been scaled for struck collector coinage.
