The Collective Security Treaty Organization, commemorated here, was founded in 1992 as the Soviet Union's military alliance structure collapsed and former republics scrambled to define new security relationships. Kazakhstan was among the original signatories, though the organization spent much of the 1990s as a largely dormant framework before being reconstituted as a formal international organization in 2002.
