By 1999, Uzbekistan's som had been in circulation for only six years — introduced in 1994 to replace the transitional som-coupon, itself a stopgap after the Soviet ruble's collapse. Printing domestically at GPO Davlat Belgisi rather than contracting abroad was a deliberate policy choice, one Tashkent maintained even when the technical limitations of the local facility were evident in earlier issues of the series.
The 500 som denomination carried real purchasing weight at issue but was quickly eroded by sustained inflation throughout the late 1990s, a period when the official exchange rate and the black-market rate diverged sharply enough to make the gap a matter of daily practical consequence for most Uzbek households.
