Kenya's 1988 independence commemoratives were issued during Daniel arap Moi's consolidation of single-party rule under KANU, a period when Kenya had formally banned opposition parties by constitutional amendment in 1982. The Central Bank issued this silver piece into a climate of significant political repression — Moi had just survived a coup attempt and was midway through purging perceived dissidents from government.
KM#25 was struck to .925 fineness at the Royal Mint, which retained the contract for Kenyan commemorative coinage well into this period.
