John Paul II made his second pastoral visit to Austria in June 1988, a trip that carried considerable political weight given the ongoing controversy surrounding President Kurt Waldheim, whose wartime service in the Wehrmacht had become an international scandal. The Vatican's decision to proceed with the visit — and to receive Waldheim officially — drew sharp criticism from Jewish organizations worldwide and briefly strained Austria's diplomatic standing.
Austria had issued a commemorative 500 Schilling for the Pope's first visit in 1983 as well.
