Perum Peruri — the state printing works established in 1971 — had by 1982 taken full control of Indonesian banknote production, ending the earlier dependence on foreign printers like De La Rue and Joh. Enschedé. This note is a product of that consolidated domestic capability, with Soeripto among the small cadre of Indonesian designers working entirely in-house.

The watermark is the sole mechanical security feature, a relatively spare specification for the denomination by early-1980s standards — reflecting budget constraints during a period when Indonesia's oil revenues, the backbone of Suharto-era state finances, had begun their post-1980 decline.
