की अथवा उसके बाद 990 रुपये ( केवल नौ सौ नब्बे रुपये) अथवा बचत-पत्र के जारी किए जाने की तारीख से पूरे तीन वर्ष समाप्त हो जाने के बाद किसी अन्य तारीख को इस बचत-पत्र के पृष्ठ भाग पर दिए गए ब्यौरे के अनुसार उस तारीख को देय 990 रुपये से अनधिक राशि देने का वचन देती है। यह बचत-पत्र, भारत सरकार, वित्त मंत्रालय की 13 मार्च, 1975 की अधिसूचना संख्या सा. का. नि. 148 (अ) द्वारा संशोधित 6 सितम्बर, 1973 की अधिसूचना संख्या सा. का. नि. 421(अ) के अनुसार जारी किया गया है।
The Government of India promises to pay to
a sum of Rs. on or after the at any other date after the expiry of three complete years from the date of issue of this certificate a sum not exceeding Rs. specified on the reverse as due on such date. This certificate is issued pursuant to Government of India, Ministry of Finance, Notification No. G. S. R. 421 (E) dated 6th September, 1973 as amended by Notification No. G. S. R. 148 (E) dated 13th March, 1975.

The 7-Year National Savings Certificate scheme was a cornerstone of India's post-Independence mobilization of small domestic savings, channeling rural and semi-urban capital into government coffers during a period when external borrowing was politically fraught and foreign exchange reserves were perpetually under strain. The Fifth Issue dates to 1975 — Emergency year — when the Gandhi government was simultaneously clamping down on dissent and aggressively promoting national savings drives through post offices as a patriotic duty.

These certificates were not circulating currency and were never intended to pass hand to hand; they were bearer instruments redeemable at post offices after the full seven-year term, which means surviving examples in any condition are almost invariably uncirculated by definition. The India Security Press at Nasik Road, which handled the printing, was by this point producing the bulk of India's security documents domestically — a deliberate policy shift away from reliance on foreign security printers that had begun in earnest after Partition.
