Sri Lanka hosted the Commonwealth Heads of Government Meeting in November 2013, making it the first South Asian nation to do so since the summit's modern format was established. The note was issued specifically to commemorate the occasion — a common practice for the Central Bank, which has periodically released commemorative currency tied to major state events. De La Rue handled the printing, as they have for much of the Sri Lankan series going back decades.
Pick 129 is relatively straightforward as commemoratives go — no polymer substrate, no unusual security architecture beyond the watermark. The designer credits for obverse and reverse are unusually well-documented for a Sri Lankan issue of this period.
