P#19 spans a politically turbulent window — the Ayub Khan years through the early Yahya Khan period — during which Pakistan's western and eastern wings were pulling apart economically as well as politically. The 500-rupee denomination was the highest in circulation for most of this run, making it a note used almost exclusively by banks and large traders rather than the general public. Genuine retail circulation was negligible.

Printing domestically at Karachi rather than contracting abroad was a deliberate policy choice, part of a broader post-independence effort to build sovereign printing capacity. The Pakistan Security Printing Corporation had only recently matured into handling high-denomination work by this period. Watermark security was modest by international standards of the day.
