The Maldives Monetary Authority introduced this denomination as the high-value anchor of its mid-1990s series, at a time when the rufiyaa was under sustained pressure from a tourism-driven dollarization of the informal economy — US dollars were routinely preferred over domestic currency for large transactions in the resort islands. Thomas De La Rue's production for the MMA during this period relied on a security watermark as the primary anti-counterfeiting measure, modest by even 1990s standards for a note of this face value.
Pick 23 is the sole type for this denomination before the series was eventually superseded.
