In the final years of Soviet rule, dozens of state-owned enterprises experimented with internal quasi-securities — share vouchers issued to workers as a form of proto-privatization before any legal framework for private ownership actually existed. This voucher from the Riga experimental plant "Energoavtomatika" belongs to that chaotic transitional moment, roughly 1989–1991, when factories were nominally still state property but management was already trying to establish employee stakes ahead of inevitable restructuring.
Whether these vouchers ever paid dividends or converted into genuine equity is, in most cases, unrecorded. The plant itself specialized in automation equipment for the energy sector.
