The Siberian Provisional Government — headquartered in Omsk under Admiral Kolchak from late 1918 — issued this note as part of a parallel monetary system competing with both Bolshevik currency and the various other White Army emissions circulating across the collapsing Russian state. Omsk at its peak functioned as the de facto capital of anti-Bolshevik Russia, and the treasury was printing aggressively to fund a military campaign that would effectively collapse by the end of 1919.
Local printing under wartime conditions meant quality control was inconsistent across the series. Kolchak's government fell to the Bolsheviks in January 1920, and the notes were repudiated almost immediately.
